Shantay Belcher was born on May 7, 1961, in Denver Colorado at Aurora Hospital to Thelma J. Hilburn and Early Carter. Shantay was the first child of five. Her siblings are Jackie, Tyianna, Bobby Joe, and Kenny Wayne Carter. Shantay loved being a big sister especially to her "babies" Kenny Wayne and Bobby Joe.

Shantay had a beautiful spirit and loving heart. She would help anyone who was in need and was loved by everyone! Shantay attended Columbine Elementary School, Kunsmiller Middle School and graduated from Thomas Jefferson High School. Shantay was the proud mother of a handsome son Robert Lee Belcher IV. Robert was her heart, pride, and Joy. She didn't play about him! She loved him unconditionally and there was nothing she wouldn't do for him.

Shantay traveled back and forth from Denver to Ladonia, Texas to visit and stay with her grandparents, Louis, and Emma Jean Hilburn as a kid. She loved doing hair. She had everyone in the neighborhood, laced with the coldest Jerry Curls. Shantay decided to take her talents professionally and attended Emily Griffith Technical College and obtained her master's degree in cosmetology. She became a licensed beautician and opened her own Beauty Salon called De'Shavande. Shantay also owned a popular night club called Chicago Chicago, as well as a boutique by the name of Shay Celeste with her late husband Robert Lee Belcher III.

Shantay was introduced to her husband John F. Carter through a close relative of his on Clermont Street, in Aurora. From that day they fell in love with each other. Unfortunately, Shantay and John parted ways from each other for many years. They ended up rekindling their love and relationship. Shortly after, John proposed to Shantay, and they were married on November 5, 2011.

Shantay worked for Delta Airlines as a reservation clerk, where she retired after 14 years of service, in Atlanta, Georgia. She was very intelligent and computer savvy. She then begin working for Sedgwick claims management, as a supervisor. Shantay also became a licensed notary, she loved watching the Food Network, Law and Order and sports, especially college sports. Shantay was a fashion diva, always looking her best and beautiful.

Shantay is preceded in death by her mother Thelma J. Hilburn and father Early Carter, her grandparent Louis and Emma Jean Hilburn, uncle Bobby Charles Hilburn, aunt and uncle Anna and Billy Brooks, nephew Dontai Carter and brother Bobby Joe Carter.
Shantay received her wings on November 30, 2023, in Denver, Colorado. She leaves to cherish her loving memory, son Robert Lee Belcher IV, husband John F. Carter, brother Kenny (Maria) Carter, Sisters Jackie, and Tyianna. Her stepchildren, Aaron and Symphony Carter, nephews, Tyree, Tywan and Tyrone Carter, nieces, LaKeisha and Tyiesha Carter. Nephew, James Woodard Jr. Great nephew Isaiah Poindexter, great niece Davaylin Carter, aunt Lynda Hilburn, uncle Paul Hilburn, devoted cousin Kimberlee McFarland, and a host of cousins, other relatives, coworkers, and friends.
